Eligibility for reparations in California would be restricted to any non-Hispanic “African American descendant of a chattel enslaved person or the descendant of a free black person living in the U.S.” before 1900. Each resident would receive up to $1.2 million. There are less than 2 million non-Hispanic blacks living in the state.
