Chief ROBERT CONTEE (50) says that, in addition to increasing the police presence in the city's "hot spots," law enforcement force will "return to the basics" by "getting out of their vehicles and engaging with the community by being problem solvers, talking with community members to identify issues, and checking in with businesses and apartment complexes."
