Authorities say QUENTIN "Q" WILLIAMS (39) was intoxicated at the time of a crash that killed both him and wrong-way driver KIMEDE MUSTAFAJ, was also intoxicated and had alcohol, Delta-9 THC and ethanol in her system. Representative Williams was the first black American from Hartford to serve in the General Assembly. He was killed a day after he was sworn in for his third term.
