PIERRE VANCOL (50), a Haitian immigrant, says he and his co-workers witnessed huge cracks at the parking garage that fell in on itself, killing African-American building manager WILLIS MOORE (59) and injuring five others. Vancol says: “I always know that thing was going to happen. They have cracks in the building ... they park the big cars on the roof. I say, ‘Wow! It’s not safe, it’s not really safe up there. If anything happens, those cars gonna come crashing down.’”
