Mississippi lawmakers passed House Bill 1020, which would create an unelected state-appointed court system within the predominately-black city of Jackson. Mayor CHOKWE ANTAR LUMUMBA (39) who looked on helplessly during the debate, said the bill "reminds me of apartheid," but white lawmakers say the city has a crime problem that must be addressed.
